Who put them thereThe racks are filled by the operator and by the publishers whose titles circulate across the island, and nothing about the arrangement is presented as a collection of any sort. Material turns over as programmes change, so what stands there is a matter of the current month.
What the room doesThe pavilions were built for a world exposition and later converted, so the public floors are wide and made for movement. The racks sit where people slow down, near entrances and lifts, rather than in a room of their own.
